This paper examines the structural transformation of the European Union’s economy between 2000 and 2025, contextualising Europe’s relative decline in global economic weight and its implications for competitiveness, resilience, and sovereignty. The paper proposes an integrated policy framework for 2025‐2035 that links industrial strategy, large‐scale investment, financial reform, and human capital development.
