Participants will discuss how strengthening Ukraine’s defence capabilities contributes directly to Europe’s long-term security. The panel will explore how investment in industrial capacity, innovation, and strategic technologies can support Ukraine’s resilience while deepening integration with the European defence and industrial ecosystem. Among other topics, speakers will examine how the Ukraine Facility – Pillar II can help unlock much-needed financing for strategic industries and technologies, mobilising private investment and accelerating the development of critical capabilities.

This session will explore opportunities for European private investors in Ukraine’s transport and critical infrastructure sectors. Bringing together senior representatives from both the public and private sectors, the panel will examine the enabling conditions for investments, potential priority areas, de-risking mechanisms, and financing instruments that could help accelerate long-term, resilient connectivity between the European Union and Ukraine.

This session will explore investment opportunities in Ukraine’s critical raw materials (CRM) sector, which plays a strategic role in strengthening both Ukraine’s economic resilience and Europe’s supply chain security. Panellists will discuss current government initiatives aimed at attracting investment into the sector, including partnership models, licensing rounds, and regulatory reforms designed to improve transparency and investor access to geological data. The discussion will also address the role of international financial institutions, private investors, and European partners in supporting the development of extraction, processing, and recycling capacities.

Ukraine’s economic recovery and reconstruction will require a coordinated mobilisation of European public instruments, international financial institutions and private sector investment. The government of Ukraine will present its Economy of the Future strategy and panelists will examine how the European Union’s financial and policy tools — including the Ukraine Facility and Investment Framework — can accelerate Ukraine’s economic recovery while supporting long-term structural transformation and EU integration.

This information session will provide EU companies with practical insights into public procurement opportunities linked to International financial institutions, with a particular focus on current and upcoming tenders. The session will feature presentations by financial institutions eligible under the Ukraine Investment Framework, which are actively implementing programmes and procurement processes relevant to private sector participation. Participants will gain an overview of procurement pipelines, tendering procedures, and key requirements, as well as guidance on how to effectively position themselves for upcoming opportunities.

This panel will examine close nexus between economic prosperity, industrial output and energy security and explore how public and private investment instruments can help not only restore but significantly upgrade Ukraine’s energy system.

Bringing together policymakers, development partners and private sector representatives, this panel will present a comprehensive overview of the European Union’s and Government’ support to SMEs in Ukraine. It will highlight progress in business environment reforms and programmes under the Ukraine Investment Framework that enhance access to finance, boost SME resilience, and mobilise private investment in support of Ukraine’s economic recovery and long-term growth.

The discussion will also explore how EU and Ukrainian SMEs can benefit from and contribute to reconstruction efforts, including through stronger participation in industrial supply chains. Particular attention will be given to support for manufacturing SMEs and mid-caps, as well as to enabling factors such as certification, standards and conformity assessment. The panel will further address the role of digitalisation and productivity upgrades in strengthening competitiveness and facilitating market integration.

Since 2022, Ukraine has become a real-world laboratory for rapid defence innovation, generating breakthroughs in military technology. The war shows how a flexible and adaptive technological ecosystem allows smaller forces to challenge stronger militaries. Ukrainian defence innovation is also gaining broader international relevance, offering battle-tested solutions for scale, resilience, and rapid adaptation. The workshop will address the following central question: To what extent can the Ukrainian “learn fast, build cheaply, adapt instantly” approach be adopted within NATO and broader European defence frameworks?
