PANEL 4: Ukraine’s economic recovery and the role of the EU in making it happen (MAIN STAGE )
Ukraine’s economic recovery and reconstruction will require a coordinated mobilisation of European public instruments, international financial institutions and private sector investment. The government of Ukraine will present its Economy of the Future strategy and panelists will examine how the European Union’s financial and policy tools — including the Ukraine Facility and Investment Framework — can accelerate Ukraine’s economic recovery while supporting long-term structural transformation and EU integration.

This information session will provide EU companies with practical insights into public procurement opportunities linked to International financial institutions, with a particular focus on current and upcoming tenders. The session will feature presentations by financial institutions eligible under the Ukraine Investment Framework, which are actively implementing programmes and procurement processes relevant to private sector participation. Participants will gain an overview of procurement pipelines, tendering procedures, and key requirements, as well as guidance on how to effectively position themselves for upcoming opportunities.




Pitching session: industries and technologies that boost Ukraine's protection (MINERVA ROOM)
This will serve as a focused pitching platform to connect industry solutions with financing partners and decision‑makers. The session will bring together key decision-makers, policy leaders, and top players from the defence industry. PANEL 6: Helping SMEs succeed in Ukraine: business environment reforms, trade liberalisation and investment support instruments (MAIN STAGE)
Bringing together policymakers, development partners and private sector representatives, this panel will present a comprehensive overview of the European Union’s and Government’ support to SMEs in Ukraine. It will highlight progress in business environment reforms and programmes under the Ukraine Investment Framework that enhance access to finance, boost SME resilience, and mobilise private investment in support of Ukraine’s economic recovery and long-term growth.
The discussion will also explore how EU and Ukrainian SMEs can benefit from and contribute to reconstruction efforts, including through stronger participation in industrial supply chains. Particular attention will be given to support for manufacturing SMEs and mid-caps, as well as to enabling factors such as certification, standards and conformity assessment. The panel will further address the role of digitalisation and productivity upgrades in strengthening competitiveness and facilitating market integration.

Since 2022, Ukraine has become a real-world laboratory for rapid defence innovation, generating breakthroughs in military technology. The war shows how a flexible and adaptive technological ecosystem allows smaller forces to challenge stronger militaries. Ukrainian defence innovation is also gaining broader international relevance, offering battle-tested solutions for scale, resilience, and rapid adaptation. The workshop will address the following central question: To what extent can the Ukrainian “learn fast, build cheaply, adapt instantly” approach be adopted within NATO and broader European defence frameworks?

Ukraine has become a real-world laboratory for rapid innovation, but ensuring a sufficient flow of investment into growing companies remains challenging. Another key challenge is translating tested solutions into scalable and deployable capabilities across Europe.
